They were firefighter Jerry Mogoe and a passenger in the taxi, Engeline Msiza.
Mogoe managed to rescue the minibus driver before he was swept away by the strong current in the flooding Mohlabetsi River.
An investigation will be launched into how Mogoe's safety cable snapped while he was trying to rescue the passenger.
